My "Users Needed to Process" is set to 1, why do I have some references that are still partially reviewed?

If you switched your "Users Needed to Process" to 1 in your Level Settings and notice that there are still references in the "Some Reviews" column of the Reference Status Report, it is likely one of two causes.

1. After switching the Users Needed to Process, you did not reconcile your references. Without reconciling, your updates to the workflow will not be reflected in your Project.
2. Your "Users Needed to Exclude" is set to 2. This means that if one person has reviewed a reference to be excluded, it is still awaiting another review (either to fully exclude or to go into a conflict state).
