There are three potential reasons your references are not being excluded as you review.
- Your answer options for questions in your Forms have their "type" set to Neutral or Include. When the answer option is selected, the reference will either be included or remain at the Level in a neutral state instead of being excluded. The answer type can be changed by clicking Edit Answers in the Form Editor.
- The references have been only partially reviewed and require a second reviewer's responses in order to be fully excluded. This can be confirmed by going to the Reference Status Report and checking the "Some Reviewed" column to see a list of references not fully reviewed.
- Your references are in a disagreement based on the Agreement Level setting and will either be in conflict or included to the next Level based on your Disagreement Setting in your Level Settings
