What is a "neutral" conflict?

In a Screening Level, if all responses submitted are a neutral answer type, you are telling DistillerSR that you are neither including nor excluding the reference. DistillerSR places that reference into a neutral conflict.  

A neutral conflict will count as a conflict in your Reference Status report, but will not output to a Datarama report if you click on the conflict number. 
To access this conflict,  in this empty report select Show all data in Report settings> Disagreements and click Run report.
